CNRPS deficit estimated at TND 578 million in 2022 (Finance Ministry)

The deficit of the Caisse Nationale de la Retraite et de la Prévoyance Sociale (CNRPS) is estimated at more than TND 578 million in 2022, compared to a deficit of TND 158 million in 2021, according to data recently published by the Ministry of Finance. This worsening of the deficit is explained by the decrease in the amounts transferred by the State to the Fund, under the social solidarity contribution (from TND 500 million in 2021 to TND 195 million in 2022) and under the State financial support (from TND 335 million in 2021 to 0 in 2022). It should be recalled that the CNRPS's debt to the State exceeds TND 2.5 billion dinars in 2022, representing 23% of the total debt of state-owned enterprises. Similarly, the deficit of the Caisse Nationale de la Sécurité Sociale (CNSS) is estimated at TND 961.5 million in 2022, which is still an improvement of 24.5% compared to the net result for 2021 (deficit of TND 1.2 billion). This is explained by the increase in income from the solidarity contribution (TND 247 m illion in 2022) and the increase in the rate of technical income (from 9.3% in 2021 to 11.2% in 2022), as well as the slower increase in members' debts due to the implementation of the social amnesty measure. On the other hand, the sickness benefit fund Caisse Nationale de l'Assurance Maladie (CNAM) is expected to make a profit of TND 1 billion in 2022. CNAM's receivables from CNSS and CNRPS have increased to TND 8.7 billion in 2022, compared to TND 7.2 billion in 2021 and TND 5.7 billion in 2020, while its debts to suppliers have increased by 13.8% to TND 2.3 billion in 2022.
